Student’s Association

Elections to the following posts of the different associations for the +2 stream shall be made in every academic year on the date as fixed by the
Principal.

1. +2 Cultural Association Post Secretary Asst. Secretary
2. Athletic Association Post Secretary Asst. Secretary
3. Dramatic Society Post Secretary Asst. Secretary
4. Day Scholar’s Associations Post Secretary Asst. Secretary
5. Social Service Guild Post Secretary Asst. Secretary

All other rules regarding the constitutions meant for +3 stream shall be applicable to the +2 stream’s associations.

Atheletic Association

The following is the constitution of Atheletic Association of Ganjam College.
1. The Association shall consist of all the members of staff and students with the Principal as the Ex-Officio President.
2. The executive committee of the Atheletic Association shall be called as the Executive committee of the Atheletic Association of Ganjam College with
the following members.
a) The principal as the Ex-Office President.
b) The Vice-President and Associate Vice-President to be nominated by the Principal.
c) The Physical Education Teacher as Ex-Officio member.
d) Secretary: To be elected from among students on the rolls reading in degree classes Asst.
Secretary: To be elected from among students on the rolls reading in first and second year Degree classes.
e) One class representative from each class and a girls representative from among girl’s students.
Election:
The election of the Secretary, Asst. Secretary and Class Representative will be held along with the college Annual Election. The class Representatives
can be elected only by members of the class which they represent. The Secretary and Asst. Secretary can’t be nominated as captains for any game.
Tenure of Office:
The Association’s tenure of office shall be for one academic session only.
a) Captains selected in the previous session shall continue to be the Captian till the next selection, if he has taken admission in the following session.
b) If the Captains selected in the prevoius session does not join the college in the following session the Vice-Captains elected in the previous session,
if he has taken admission in the following session.
Work of the Association:
a) To Consider the Budget.
b) General mangement to the Association.
c) For promotion of Games and Atheletics among the students. The decision of the Association is subject to the approval of the Principal who can make
a new rule or amend on old one if he think that the interest to the Association the new rule should be made or the old one amended.
Work of the Vice-Precident:
a) He will be inchange of accounts and all correspondence in connection there if including the ordering of the goods.
b) He will be the General Superintendent of the Games.
c) The P.E.T will work in his direction.
Work of the P.E.T:
a) To copy all the invoices of the stock book.
b) To keep accounts of the soprts goods.
c) To look after the play-ground, games and sports.
Duties of the Secretary:
a) Complete maintenance of records of meetings.
b) Arrangement of all practice matches and Annual Atheletic Meeting. He will be fully responsible for the proper behaviour or the individual player in
the field.
c) Preparation of Budget as per the directives of the Executive Committee.
Work of the Captains:
a) With the Secretary they will be responsible for the organisation of the college Games and Sports.
b) They will select players for friendly and competitive matches subject to the approval of the Vice-President.
A minimum of the five members will form the quorum of the executive committee for sitting.
No meeting of the executive committee can be conducted without the Vice-President or Associate V.P being present in it.
The President i.e the Principal shall be the final authority an all matters relating the Atheletic Association.

Subject Associations/Societies

There are Sectional Associations and Societies in different subjects:
1. Commerce Association
2. Economics Association
3. English Association
4. Pol. Science Association
5. History Association
6. The Oriya Sahitya Samaj
Aim:
To conduct seminars, symposium and topical discussion in the respective subjects.
To organise cultural competition and to award prizes to successful candidates.
To observe Annual day.
To invite reowned speakers to address the society.
To promote intellectual activities.
Constitution of the Subject Societies:
All students of the college offering the particular subject and the teachers of the respective subjects are the members
of that society.
The affairs of the Society/Association are managed by an Executive Committee, consisting of:
a) President: Principal Ex-Officio.
b) Vice-President: The Head of the respective Departments.
c) The other teachers of the departments as Ex-Officio members.
d) The Vice-President shall maintain the accounts of the Association.
e) He shall give notice of all meetings and record minutes of the meetings.

Student’s Union

Constitution of the Student’s Union
The name of the Student’s union is Ganjam College Student’s Union. The student’s union shall remain the sole organisation
of the students of the college to foster cultural unit, understanding, fellow feeling and all around intellectual growth and development among the
students of the college.
Function of the Student’s Union:
The function of the union shall be:
a) To organise academic discussion, debates, symposium and lectures on subject of general and cultural interest.
b) To invite eminent persons to address the Union.
c) To organise Social activities.
Membership:
a) Any student whose name is struck of the rolls of the college, shall ceases to be a member of the union.
b) The meetings of the union shall be open to all the members of the teaching of the teaching staff of the college, who, if they so desire may take part
in the proceeding of the meeting without the right to vote.
The Executive:
The following shall constitute Executive of the Union.
a) President
b) Vice-President
c) Secretary
d) Assistant Secretary
e) One class Representative from each class to be nominated by the Principal.
f) One Girl’s Representative elected by the Girl students on the rolls reading in Degree classes.
The Advisor:
a) There shall be an Advisor of the Union appointed by the Principal from among the member of the teacing staff of the college. The Principal may, if he
so desire appoint associate advisors from among the members of the teaching staff to assist the advisor.
b) The advisor shall be present at the meetings of the executive and the union, he will help the proceedings of such meetings useful suggetions for proper
conduct of the meetings.
The Secretary:
a) Any meeting of the union is eligible to contest for the office of the Secretary of the Union.
b) The Secretary shall arrange debates, select the topic in consultation with the advisor and the president, issue notices of all meetings held under
the auspices of the Union and record minutes thereof.
c) The Secretery is liable to execute all decision of the executive.
d) The Secretary shall be in charge of the accounts and whenever necessary shall give a reuisition of money to the Principal through the Advisor as
approved by the Executive. The Advisor will draw the money. The secretary shall submit vouchers for expenditure for the amount already drawn through the
Advisor before subsequent requistion.
Assistant Secretary:
a) Any member of the Union eligible to contest for the office of the Asst. secretary of the union.
b) The Asst. Secretary shall assist the secretary and in his absence shall discharge all the duties of the secretary.
The functions of the Executive Body:
a) The Executive of the Union shall continue to function inspite of any vacancies in its membership.
b) To draw up the programme on the activities of the Union for the session and to adopt the Union Budget for the session.
c) The Executive shall manage all affairs of the Union in Consultation with the Advisor and the proceedings of the meetings shall be submitted to the
Principal for his approval by the Secretary.
d) In the absence of the Advisor and the Associate Advisors, the Principal shall depute some other member of the teaching staff to discharge the duties
of the Advisor.
e) The Advisor may preside over a meeting if specially requested by the President.
f) The President may refer to the Advisor any rule for interpretation and the decision of the Advisor, when so reffered to shall be final.
The President:
a) Any member of the union is eligible to contest for the office of the President of the Union.
b) The President shall preside over all ordinary meeting of the Union and of the Executive at which he is present. He shall be responsible for the
maintenance of order & interpretation of the rules.
The Vice President:
a) Any member of the Union belonging to the 1st year and 2nd year of the degree class is eligible to contest for the office of the Vice-President of
the union.
b) In the absence of the President, the Vice President shall discharge his duties.
c) The funds of the Union shall be controlled by the Principal.
d) The quorum for meeting of the Executive shall by fifty percent.
Vacancies in the Executive Body:
a) the members of the Executive shall hold office for the entire session unless they
i) Cases to be members of the Union.
ii) Voluntarily resigns in writing addressed to the Principal.
b) A motion for a vote of non-confidence against any member of the Executive who fails to discharge his duties properly can only be brought forward
before the General Body for consideration, provided at least 33% of the members of the union sign requisition to the effect. On receipt of such a
requisition the Principal shall direct an extra ordinary meeting of the Union to be held for that purpose, giving at least seven clear days notice
passed only if not less than 60% of the Union vote class who loses confidence of his class may be class. The same procedure is also to be applied in
case of Girl’s student representatives.
c) Not standing with the above rules all office bearers shall vacant office at least four weeks before the college closes for the summer vacation and
shall hand over charge to the Principal or his nominee on a date prescribed by the Principal.
d) If any office falls vacant inspite of these arrangements, the same amy be filled by nomination by the Principal.
Annual Meeting:
a) With in 10 days after the elections are over the annual meeting of the union will be held, where.
b) The out going Secretary will submit the annual statement of accounts.
c) The out going executive will be relived.
d) The newly elected executive shall assume office.
e) Amendments to the nominee shall preside over the annual meeting.
Ordinary Meeting:
An ordinary meeting of the union may be held once in a fornight. Such meeting shall be arranged by the Secretary in consultation with President and
with the approval of the advisor. The Secretary shall be responsible for issuing notice of such meeting at least 2 days proir to the date of meeting
mentioning particulars such as the time, date, meeting place and subject matter.
Extra-Ordinary Meeting:
a) An extra-ordinary meeting of the Union may be converted by the Principal.
1. at his direction or
2. on the request of the Executive in writing to the Principal or
3. on a written requisition addressed to teh Principal and signed by not less then 30% of the members of Union.
b) The Principal or his nominee shall preside over any extra-ordinary meeting.
Executing Meeting:
a) An ordinary meeting of the executive of the Union may be called by the Secretary in consultation with the advisor for purposes mentioned under Article 2
A Notice of such a meeting with date, time place and agenda shall be notified to member atleast 2 days prior to the meeting on the students
notice-board.
b) A meeting to the Executive shall be prescribed over by the President or in his absence the Vice-President or in the absence of both by any member of
the Executive elected at the meeting in the presence of the advisor.
Procedure in the meeting:
a) In the absence of both the President and Vice-President for an ordinary meeting, the members present will elect a chairman from among themselves, the
Advisor or his deputy take the chair untill the election is over. The Chairman shall discharge all the functions of the President during the meeting.
b) At the commencement of each ordinary meeting the Secretary shall read the minutes of the last ordinary meeting and subsequent meeting of the Union, if
any. The minutes on being approved by the present members shall be signed by the President.
c) Every speech shall be relevant to the subject of debate or the amend ment proposed. No personal reflection shall be made in course of the meeting.
d) No member other than the mover of a motion shall speak more than once in course of the debate. At the conclusion of the debate, the mover may at his
option reply to the debate.
e) The mover and the opposer may speak for five minutes each. The other spekers shall for not more than five minutes each, the time limit can be altered
at the meeting shall not last for more then two hours.
f) The President may if he so desires take part in the debate, the Vice-President or in the later’s absence some one else at the President’s request take
the chair while he does so.
g) For each ordinary debate the Secreatry shall in consultation with the advisor, request a member of the staff to serve as an observer. At the conclusion
of the debate & voting the observer shall offer his constructive remarks with a view to improve standard of the debate.
Discussion of an Amendment:
a) The president of an ordinary meeting shall decide the oreder in which the amendments are to be moved.
b) No amendment shall be discussed which is not duly seconded in the meeting.
Voting on the Debate:
a) At the conclusion of the debate as soon as the mover of the motion has exercised or formally waived his right to reply. The amendments if any shall
first be put to vote. If the amendments are carried, the motion as amended shall be put to vote. Voting shall ordinarily be by show of hands.
b) If the vote are equally divided, the President shall decide the question by casting his vote.
Discipline:
The President may call any member or order if a member disobeys or disregards any order or ruling of the President. The President may take such steps as
he deems desirable or even ask the member to withheld from the meeting.
Amendments to the constitution:
a) Amendments to any of these rules shall be considered in the Annual Meeting of the Union.
b) No amendment will be in order which is not duly seconded and of which six day’s notice has not been received by the Principal.
c) Amendment before it becomes effective must be passed by a majority of three-fourth o fthe member present at the annual meetings and must receive the
approval of the Principal.
The Principal shall be the final authority and his decision shall be final in all matters related to the students union.

Dramatic Society

There shall be a Dramatic Society of the College called “Ganjam College Dramatic Society”.
All the student of the college shall be the member of the society.
The Principal of college shall be the Ex-Officio President of the Dramatic Society.
The affairs of the Society shall be managed by a Executive Body Consisting of the following members.
a) The President: Principal (Ex-Officio)
b) Vice-President and Associate Vice-President: To be nominated by the Principal from among the member of the Teaching staff.
c) The Secretary: To be elected from among the member of the Teaching staff.
At the beginning of the session every year election shall be held to the different offices of the society alongwith the
college Annual Election.
The executive body shall perform the following duties:
a) Prepare and pass the budget of the year.
b) To stage the annual drama every year.
c) Selection of annual drama and the probable date on which it will be staged.
d) Conduct inter class one act play competition, if funds and time permits.
e) Perform such other duties relating to performing Arts.
f) Neither the Secretary nor Asst. Secretary is eligible to act in the Annual Drama.
g) The Secretary shall keep the minutes of the society.
h) The Vice-President shall be incharge of accounts.

Day Scholars Association

There shall be an association in the college called the Day-Scholars Association.
All the Day Scholars of the college shall be the members of the Association.
Each member of the Day Scholars Association shall pay an annual subscription at the time of admission in the beginning
of the academic session.
The object of the association shall be take up such activities as will foster a spirit of fellowship and co-operation
among all the Day Scholars of the college.
There shall be an Executive Committee of the Day Scholars Association consisting of:
a) The Censor.
b) The Associate Censor.
c) The Secretary.
d) The Asst. Secretary
e) One representative from each of the classes of faculties taken separately.
The funds of the Association shall be administered by the Principal through the Censor.
The Principal shall be the final authority in all matters relating to the Association.

Ladies Common Room

The Executive Committee:
a) Precident (Principal Ex-Officio)
b) Vice-President: Any lady member of the teaching staff to be nominated by the Principal.
c) P.E.T of the college.
Functions of the Executive Committee:
a) To frame and adopt the Budget.
b) To draw up a list of Newspapres, journals, Magazines and indoor games articles to be used in Ladies Common Room.
c) To promote indoor games and literary activity among the students.
Functions of the Secretary:
a) To ensure that all newspapers, journals, magazines and articles of games are properly used by students.
b) To ensure that Common Room is always kept neat and clean, furniture properly and reading material laid out on the table properly.
c) To assist the Vice-Precident in the managemnt of the Commom Room.
The Asst. Secretary shall assit the Secretary in all matters. The Asst. Sec. shall assume the charges of the Secretary in
the later’s absence.
In all matters relating to the Ladies Common Room the Principal’s decision shall be final.

Student’s Common Room

The Executive Committee:
a) President (Principal Ex-Officio)
b) Vice-President: Any member of the teaching staff to be nominated by the Principal.
c) P.E.T of the college
d) Secretary: Any boy student of the college reading in degree classes to be elected by the boy students of the college.
Function of the Executive Committee:
a) to frame and adopt the budget.
b) List out the Newspapers, Journals, Magazines and indoor games articles to be used in the commom room.
c) to promote indoor games and literary activity among the students.
Functions of the Secretary:
a) to ensure that all newspaper, journals, magazines and games articles are properly used by students.
b) to ensure that Common Room is always kept neat and clean, furniture arranged properly and reading material laid out properly.
c) to assist the Vice-President in the management of the Common Room.
The Asst. Secretary shall assist the Secretary in all matters. He shall assume the charges of the Secretary in the later’s
absence.
In all matters relating to the Boy’s Common Room the Principal’s decision shall be final. The President reserves to himself
the right of amending cancelling or adding to the college aforesaid rules in the best interest of the college as and when he deems it necessary.

Code of conduct for every student

Discipline and order in the college is the credit. It is your image to outside world, hence it must be your concern to maintain and help in
maintaining discipline and order.
Rule:
Let not any outside evil element tread the premises of the college.
No violence or ugly scenes or infighting in the college for these destroy discipline and hold you in bad light and may compel Principal to
take disciplinary measures.
Don’t commit crime, minor or major and don’t abet committing of crime. Report crimes, to the Principal in confidence. You will be respected,
you won’t be exposed.
Carrying any category of weapons or explosives is strictly prohibited.
Attendance at public meetings, particularly public meeting that ananthema to Government of the day should be done with prior permission of
the Chairman, President of the Governing Body of the college or the Principal.(Act 115 of Orissa Edu. code)
Conduct inside the college building
a) Don’t Scribble, paste placards, posters on the college walls.
b) Don’t spit on the walls, floor, pillars or doors.
c) Don’t throw stones at the glass panes.
d) Don’t tamper with the electrical fittings and P.H.D. sanitary fittings and if detected you are liable to pay double the price of those
articles.
e) Do’t show your artistic skills on the walls with chalk or paints.
f) Don’t destroy the college property (help the administration in identifying the destroyer your confidential report will be respected) After
proper idententification of the destroyer the Principal may take appropriate steps.
Conduct inside Principal’s Office, Classsooms and college corridor.
A. Do Not:
a) Make the building untidy.
b) Ride on your cycle on the verandah or inside the college building.
c) Smoke while you are inside the campus.
d) Sing, dance or indulge in violent debates in the class room.
e) Disturb the arrangement of seats and bring out tables, chairs for your personal use from the class rooms.
f) Be late to a class.(If you are late seek permission for attendance in the class)
Inside thhe Principal’s Office:
Do never enter Principal’s Office at any time and every time for anything as the Principal has to attend to so many problems of administration.
Students should meet the Principal for Interview in the fixed hours 11-30 A.M. to 12-30 P.M and 2-30 P.M. to 3-30 P.M. The College Union
President, Secretary and Assistant Secretary can meet the Principal any time, other Association Secretaries should consult their respective
Vice-President.
Know you common room keep it neat and clean. Do not quarrel or be aggressive. Do not run away with Common Room
property.
Inside Library:
a) Borrow books from the Librarian on the prescribed day. stand in queue to get your books.
b) Do not argue or misbehave to the your library staff.
c) Do not argue or misbehave to the your library staff.
d) Tearing off pages from books and journals will be seriously viewed alongwith due punishment.
Inside your laboratory do not disobey your teacher or demonstrators.
Don’t create any violent scene in the canteen or try to cheat the manager.
Do not misbehave or induldge in any violence with each other in any game or sports.
a) Do not enter the Staff common room at your own will and pleasure.
b) Insulting any staff of the college in the class room, inside campus or outside will be considered a serious crime.
While travelling in the busses:
a) Do not quarrel or induldge in violent actions.
b) Do never make unauthorized entry into any bus.
Any student found involved in the act of ragging is liable for punishment as per the Govt. guidelines.
